The Children’s Bureau has released the attached new Program Instruction ACYF-CB-PI-20-02, which provides guidance to State title IV-B/IV-E agencies on requirements for submission of the:

  • First Annual Progress and Services Report (the “2021 APSR”) to the 2020-2024 Child and Family Services Plan (CFSP) for the Stephanie Tubbs Jones Child Welfare Services (CWS), the MaryLee Allen Promoting Safe and Stable Families (PSSF) and Monthly Caseworker Visit Grant programs; the Chafee Foster Care Program for Successful Transition to Adulthood (Chafee) and the Education and Training Vouchers (ETV) Program;
  • Child Abuse Prevention and Treatment Act (CAPTA) State Plan update; and
  • CFS-101, Part I, Annual Budget Request, Part II, Annual Summary of Child and Family Services, and Part III, Annual Expenditure Report- Title IV-B, subparts 1 and 2, Chafee, and ETV.

As emphasized throughout the Program Instruction, the Children’s Bureau urges states to reflect on and update their vision of prevention and permanency by reviewing their CFSPs and, where appropriate, incorporating additional objectives, strategies or action steps developed through the Adoption Call to Action, the State Team Planning Meetings, and other efforts that will help the state to achieve improved outcomes for children and families.

The 2021 APSR and CFS-101 forms are due to Children’s Bureau Regional Offices by June 30, 2020.
