In this paper, Public Consulting Group summarizes the existing research and recommendations for these types of settings. The report is meant as a reference to help states create or amend service standards for congregate care settings providing services to survivors or young people at risk of sex trafficking, and to inform service providers as they design programming that complies with state standards and help states implement this provision of Family First in a way that prevents the sex trafficking of children and youth and supports survivors in their treatment and recovery.
