Children's Bureau Associate Commissioner Dr. Jerry Milner wrote a letter to state and tribal child welfare leaders to address concerns related to filing petitions to terminate a parent’s rights (TPR) when services have not been available, to highlight some service delivery strategies, and to highlight challenges that adoptive families may face during the pandemic.
