Title IV-E funds available to reimburse jurisdictions for attorneys for parents and children are separate and distinct from IV-E funds available for prevention services under Family First. There has been some confusion in the field on this because legal services that help stabilize family challenges are regularly referred to as a form of prevention. This is different from Family First prevention services, however, which are focused on mental health, substance use and parenting support services and have separate requirements for authorization through the Clearinghouse.
