Innovative policy calls for innovative tools to make sure policy achieves its intended results. The Family First Prevention Services Act of 2018 represents a landmark shift away from investments in foster care and toward prevention. To make the most of Family First, Chapin Hall has built a robust set of tools for planning and implementing this policy. The first two parts of this toolkit are now available:

Family First Toolkit Part 1: Planning and Readiness available here:

Family First Toolkit Part 2: Implementation & Change Management available here:

Part 3 of the Family First Toolkit, focused on evaluation and improving quality, will be released early in 2022. Learn more about Chapin Hall’s work on Family First, and reach out to us at to partner with us for better outcomes for children and families.
