The Children’s Bureau has released the attached new Program Instruction ACYF-CB-PI-19-04, which provides guidance to tribes on requirements for submission of:

  • The Child and Family Services Plan (CFSP) Final Report for fiscal years (FYs) 2015-2019;
  • The new CFSP for FYs 2020-2024 for the Stephanie Tubbs Jones Child Welfare Services (CWS) program (title IV-B, subpart 1); the Promoting Safe and Stable Families (PSSF) program (title IV-B, subpart 2) the Chafee Foster Care Program for Successful Transition to Adulthood (Chafee) and the Education and Training Vouchers (ETV) Program; and
  • CFS-101, Part I, Annual Budget Request, Part II, Annual Summary of Child and Family Services, and Part III, Annual Expenditure Report- Title IV-B, subparts 1 and 2, Chafee, and ETV.

The Children’s Bureau encourages tribes to use the development of the new CFSP as an opportunity to engage with partners in developing and articulating a vision and plan for child welfare that is reflective of the tribe’s culture and values and that seeks to strengthen families, prevent child maltreatment and avoid unnecessary family separation.  

The Final Report, new CFSP and CFS-101 forms are due to Children’s Bureau Regional Offices by June 30, 2019.
